Fuel Sender Pump Assembly?

Just had this replaced under warranty, went in and told the techs my gas gauge was always inaccurate, which it was, and they replaced it, the invoice I received said the Fuel Sender was shorted, stuck in position "1"... Could anyone explain this to me, the part number replaced is
022709331
