I'm an idiot.

Now we're clear on that, i take it that dyno-tuning is where your car is hooked up and tested to find problematic/non-problematic points that can be fixed or tuned for performance gain?

And anywhere near the Chicagoland/Northwest Indiana area where this can be done?

Well, I'm sure there are dynos in the Chicago area, but there is only one problem. You need a PCM that is able to be programmed in order to make any changes. Stock PCMs are not readily programmable, so you can't just go to a dyno and get your car tuned. You must have either a stand-alone engine management system (high $$$) or a company that has the ability to re-flash your stock PCM (such as DHP). If I remember correctly though, DHP is located in the Chicago area, so you might be in luck...

I didnt know DHP was around Chicago. Sweet. Am i hittin it close with the whole tuning thing, though?

If you just want a good program get the DHP from partsforyourcar.com. You are correct in thinking that you need the car on the dyno to really tune it properly. However the DHP program was designed and tested on cars with mods typical of what most people have in order to make a program that adressess the most common problems with most cars. DHP is located in the chicago area, and you might be able to get a custom tune, but it's more expensive and you might not get much more out of it unless your car is heavily modified.
