Rear Clunking Noise

I'M HAVING A PROBLEM LATELY WITH MY 95 GRAND AM GT. ABOUT 75% OF THE TIME WHEN I HIT THE BRAKES THERE'S A LOUD POP OR CLUNK IN THE REAR END. COULD THIS BE A BRAKE PROBLEM OR POSSIBLE SUSPENSION?

Bad brake shoes, if it happans after the car has sat awhile and is kind of cold outside.
