With the IAC out should it be easy to move in and out? Mine was pretty hard to move. Is it supposed to be like that unless it's energized?

It's on back side of the TB.
You really shouldn't force anything with a motor in it, but yes it is very hard to move.

I agree with Dr. Kyle in the Haynes manual it says forcing a USED IAC valve could damage it, only NEW ones can be moved in and out.

If you want to remove the IAC Valve and spring from the IAC Moter first remove the IAC Unit from the TB them plug it back into the harness get someone to turn the ignition ton on (Dont start it) then with a rag in your hand get them to turn off the ignition the valve will push itself out. when installing just Push the valve in slightly enough so you can get it back in the TB.
When installing that IAC Unit back into the TB its easyest to take the Oring that seals it and put it in the TB, then push on the IAC.
