I might be getting used bumpers from my friend. They are white and my car is silver. I only need to have it painted silver over white paint since there is already primer underneath the white paint, correct?

It would be easier for the new paint to stick to primer.... So I would either sand down the bumpers.... primer then paint... you have a brand new car I would do things right.... or you could primer over the white then paint silver, but that would be ghetto!

Sand down the entire bumper with grits from 120 to 800, shoot with primer then shoot with paint otherwise your going to have problems, if you just shoot the silver over the white it's going to either a. orange peel like a mug, or b. flake off after a week

When using a factory paint as a base it is not nescessary to use primer. the factory paint can be sanded to remove clear, then basecoat/clearcoat.
the only time it is needed to reprime the object is if
it is down to bare plastic/metal/fiberglass
