Someone hit the car

Well someone hit my new front bumper that I just got replaced a few months ago. They set the car alarm off and ran. It doesn't look that bad but is 488.89 to fix. I posted some pictures. I know there was someone on here that permanently molded a plate cover into the bumper and was wondering if anyone knows who that is or how to do that?

EDIT: sorry the pictures are a little blurry, not the best at pictures and not a great camera...anyways it cracked the bumper if you can't tell.

Another Q: if i ended up getting a new bumper, do you think i could sell this on ebay or would shipping eat me alive?

a car backed up into mine and hit me right there to, i actually got a little crack though :(

IIRC his bumper didnt have the pontiac arrowhead cutout either, gagts03 (currently banned) was the user tho.
