Looks like it's been hit and an aftermarket bumper put on.

You can see where it was cut off over the right tip

Look just to the left of the right bank of tips. You can see the "white" plastic edge where it was cut off.

if by diffuser you mean that plastic peice in the center of the exhaust, the se's dont have it.. but that one was obviously cut off or something, maybe he backed into something? myehhhhh and its not aftermarket
