Usually anytime tire comes off a rim you need to balance it.
You could actually get away with just balancing the fronts.
You'll have a chance of vibration and tire feathering if you don't balance.

yeah you def wanna balance, you may think it's ok, but once you get on the freeway, unless you get really lucky, you'll feel it in your steering wheel. Rear too, you'll feel the car shake.
Plus it's premature wear on your tires as well, and you're killing your ball joints.

yeah that's when the belting in the tire becomes "out of round"
It actually causes a horrible noise while driving.
Kinda sounds like a bad wheel bearing. The treads actually become screwed up like if you where to hold a feather side ways. Some of the feathers are higher and lower then others hence the term "feathered" :angel

Will balancing the wheels fix the feathering or is it permanent damage?

prevents not fixes. feathering is permanent.
