High Pitched Noise

When I start my car in the morning it will make a high pitched noise (reminds me of fan belt but not the same noise) for about 20 seconds. VERY ANNOYING. I find that when I move the steering wheel it will stop. Is there anything that can that can correct that? I did read when I did a search that someone said it was the fuel pump initializing, but I'm wondering if this is something I have to put up with.
