Can you check fuel pressure with out the car running? Will the fuel pump still create pressure it needs?

Only when you first turn the key on. It pressurizes the system so you are able to start the engine and then the pump shuts off again. It doesn't always make as much pressure as when the engine is running though and it slowly bleeds down until you start the engine and the pump kicks on again.
Why would you need to check the pressure with the engine off though? You want to know what it is when it's running. You'll need a gauge with a line and fitting for the port on the end of the fuel rail either way.

Well my cars not starting and and trying to determine what it is. I dont think it has to do with my fuel system but maybe im wrong. it rotates but doesnt start. ive tryed one passlock reset but my security light is not flashing and im not sure if it would be the passlock if its not flashing.
