when im driving highway or country roads my car normally stays at extacly 200 degree's

but if im in traffic or city driving it starts to go up about half way to red, ( in between 200 and red)

what could be the cause, radiator going bad?

That's normal. Red is in the 260 range. It is normal for it to operate anywhere from 200-230 degrees. The fans don't kick on until then, and when you aren't constantly moving like on the freeway then there isn't enough air flow through the radiator to keep it at 200. These cars are designed to run hot. Unless you start getting to the red or losing coolant, I wouldn't worry about it.
