I don't see why not. Everything on the chassis should be the same. Even if something needed some minor modification it shouldn't be hard. I've never had the tank off a '99 though so... can't really say for certain.

If you have a true 99 - as seen with the metal tank then - no ebay says it will not fit. 00-05

Ebay is a great reference for Fit parts - But they also give you pictures too! :)

Yeah, I wouldn't trust anything you see on ebay. I've personally seen dozens of mistakes on there of things they say will or will not fit that is wrong. They get their info the same place as every parts store... from a parts catalog. The 2000-05 came with a plastic tank so the catalog is going to say the plastic tank is only for that model. The 99 came with a metal tank so they are going to tell you that you have to use the metal tank. That doesn't mean you can't use the plastic tank. lol
Like I said, it may require a couple extra parts to adapt it (ie minor modification) but they fit in the same space and use the same attachment points to hold it to the chassis.

The fuel pumps are different between those model years. Perhaps a friendly counter guy at the parts store would allow you to compare the two pumps to make sure the sending units are physically the same (ie, verify that 'old' pump still fits and seals properly in the 'new' tank)... I wouldn't think that would be something that would change, but I've seen GM make seemingly senseless changes across model years many times before.
