Fans don't come on unless I remove the coolant sensor. They don't come on with the A/C on either. I'm boggled. I'm thinking its an ECM issue. Any other suggestions or ideas? The Coolant temperature sensor has been replaced 2x also

If your temp gauge is working normally then it's not the temp sensor. Also notice the correct temps for when the fans are supposed to operate. Even with the AC on, the fans may not operate until the AC refrigerant system pressure reaches a certain point before the PCM calls for fans.

Using jumpers, you can manually test the fans with the engine off. Relays can be tested off the car with a 12V power source and an ohm meter.

Read the guide and come back if you have any specific questions as I've spent a lot of time debugging fan issues on my '99 GA which is a very common problem.
