Is this the adjustment nut to tighten or loosen the ebrake on a 02 GT with stock disk brakes?

Nope. There's no adjustment nut. There is a toothed wheel on the ebrake actuator turning it one way or the other moves the actuator in or out. It basically allows you to spread the brake shoe a little and "pre-load" it so that when the ebrake cable is pulled it applies more force to the actuator and thereby the brake shoe.

You have to take off the caliper and disc to get to it. Check my thread in the "how-to" section on installing GXP rear brakes. I go over all of it and there are pics.
