See, in order for cars to work they have these round metal objects called wheels. Then, a round rubber substance is put around those to further facilitate moving from point A to B. That is essentially how cars function.
In the past young folk have found it to be a personal artistic outlet to put all sorts of new-fangled looking "wheels" on their cars.
