Parking Brake Adjust?

Now I know it's been asked many times before, but I think I have a bit of a twist to the norm...
My parking brake is loose... I've taken the rear wheels off and manually adjusted the shoes now that I have some nice weather. It helped a little. Now they actually hold a little when I apply the parking brake. But, my pedal still hangs low causing my "brake" light to come on... Now I know it HAS to be self adjusting because there is no line tensioner rod on any part of the cable in the rear... But for whatever reason it wont adjust. I'm assuming the self adjust mechanism is located right on the pedal assembly. It looks as if, when rotated, the half moon shaped piece of plastic will tension the line, however, it definitely isnt working correctly... and I cant manually turn it to get it to adjust. Any help here?

Oh... some specs on the car
92 GA GT 2.3L HO 5spd
E-Brake is the pedal on the floor and not the hand brake (stupid GM)
