i saw something a few weeks back where if you didn't keep you lawn green you got like $500 fine. but then if you water it you get fined.

exactly. California is messed up!

If I was in their shoes, I would simply not water because it's the right thing to do. Water for drinking/bathing and irrigation of food crops is more important that keeping the lawn green. If the city doesn't like it, they should take it up with the state... but really, the cities should be on board and trying to help as much as they can too!

I saw an article where California is paying citizens for every square foot of grass that they convert to low water required landscaping. A lot of California is supposed to be desert like but people have transferred it into green grass lawns. I think its far smarter to have mostly landscaping rocks and desert plants, especially for a back yard where you can have a patio or deck take up a lot of space

Yeah, they've done that in places like Arizona too, and it makes far more sense. And it matches what the natural landscape and native plants are supposed to be.
