Looking for torque Specs

I'm trying to finish the LIM on my sisters 97 GA with the 3100. I've looked up various sources and what not and they all have conflicting information. What are the torque specs for the rocker arm nuts?

reason I ask is because I'm not sure if they're going to be the same for the 3100. These have a nut on top of the rocker. For some reason I remember it being a bolt on the 3400. Either way the 19 N-m is wrong for the 3400....it's 18ft lb. Someone elses search skills must be lacking.
